Transport inspection and penalties for violating transport conditions

For the transport of a bicycle/scooter or live animal without a valid ticket, unless specified as an exception in the Contractual Conditions of Carriage, a surcharge of 300 CZK
If the passenger proves within 15 calendar days at a location designated by the Carrier that they are the holder of a valid season ticket (does not apply to transferable season tickets), the surcharge is 0 CZK
For the transport of dangerous goods that are excluded from transport, the surcharge is 2 500 CZK
For violation of the Contractual Conditions of Carriage pursuant to Article 2, paragraph 8 (e.g., physical assault on an Authorized Person, verbal assault on an Authorized Person, fleeing from an Authorized Person, refusal to prove identity, proving identity with someone else's travel document or ID card), the surcharge is 2 500 CZK

Check-in procedure

Passenger obligations regarding travel documents (excerpt from Article 3 of the SPP):

  • Have a valid ticket at the start of the journey, throughout the journey and when leaving the Carrier's vehicle, i.e.:
    • board the vehicle with a prepared, pre-purchased ticket and validate it immediately (immediately) after boarding in the ticket validator;
    • or have a pre-purchased ticket valid for a specific period (season ticket);
    • or have a document or card entitling them to free transport or transport at a reduced fare;
    • or, if the passenger has sufficient balance in their Electronic Wallet on PK or Pilsenská mini or sufficient balance in their BK account, the passenger is obliged to check in immediately after boarding the vehicle at the check-in device;
    • or, in the case of using an SMS ticket or purchasing a ticket via VPK, the passenger is obliged to board the vehicle with a received and valid SMS ticket on their mobile phone or a received and valid ticket within the VPK mobile application.
  • Immediate check-in means that passengers must immediately proceed to the nearest check-in device after boarding, without sitting down, searching for an unprepared ticket or PK/PJ/BK to purchase, make phone calls, or perform any other activity that is not related to the immediate (instant) check-in of the passenger.
  • If passengers are transporting a bicycle, scooter, or live animals, they must also have a valid ticket for them, unless they are being transported free of charge.
  • Passengers who have topped up their subscription for the current period or topped up their transport points in their Electronic Wallet in the Pilsen Card E-shop are required to validate this transaction either before boarding or immediately after boarding the Carrier's vehicle.
  • Follow the instructions and orders of the Carrier's Authorized Person, which are aimed at ensuring the safety and smooth flow of transport or the safety of persons.
  • Keep your ticket stored in such a way that it can be checked at any time during transport and when exiting the vehicle.

If the ticket validator or check-in device is occupied or out of order, passengers shall use the nearest functioning device in the Carrier's vehicle. If it is not possible to check in at the check-in device, passengers are required to use another type of check-in or leave the vehicle at the nearest stop.

Transport inspection procedure

Excerpt from Article 2 of the SPP:

  • Passengers are required to present a valid Ticket or provide a PK, VPK, or other document for inspection upon request by an Authorized Person. If they fail to comply with this obligation, they are obliged to pay the fare and a surcharge, unless otherwise specified in these SPP, or to provide the personal data necessary for the registration of a black/gray passenger for the possible enforcement of payment of the fare and surcharge.
  • At the request of the Authorized Person, the passenger is obliged to remain in the vehicle or at another designated place for the entire duration of the discussion of the Surcharge or violation of the Transport Regulations. However, in order to continue the journey, it is necessary to purchase a Ticket.
  • If the passenger fails to provide the required personal data, they are obliged, at the request of the Authorized Person, to follow them to a suitable public administration office to verify their identity, or to remain in a suitable place until the arrival of a person authorized to verify the passenger's identity. If the passenger ignores the request of the Authorized Person and leaves the place, the Authorized Person is entitled to detain them by reasonable means.
  • Authorized transport inspection staff may be equipped with audio recording devices. These devices are used to ensure the safety of passengers and inspectors, to document the course of the transport inspection, and to resolve complaints or incidents. Personal data is processed on the basis of the legitimate interest of PMDP pursuant to Article 6(1)(f) of Regulation (EU) 2016/679 (GDPR). The recordings are stored for 30 days. The recordings may be handed over to public authorities (e.g., the Czech Police, courts, municipal police) only on the basis of legal authorization.

Identification of the authorized person

  • When checking the validity of travel documents, the authorized person identifies themselves with an inspection badge. At the passenger's request, they also present their inspection card along with the inspection badge. Both registration numbers must match.

  • The authorized person is equipped with a recording device and may record the entire course of the transport inspection, including communication with passengers. The recording device may also be used at the carrier's additional fare counter.
